Well, only the noble women of Vodacce are not taught to read, as long as they are in Vodacce, under the control of their husbands. (There are a few that are or have been taught secretly, as stated in one of the books, Vodacce I believe, on page 52 upper left paragraph.)
But in the RPG game, most of those that play Sorte Strega, I being one of them, usually play the "runaway" type, and over a course of time, can learn to read, if given the chance, or the need or even want.
Playing a true to form Vodacce Fatewitch, would mostly mean that the adventure would either stay in Vodacce, or that she is off somewhere with her husband in some other part of Theah. While that may be an interesting game, there is more of the world of Theah to explore, and while there are other characters people can choose to be and do that exploring, I decide I liked the idea of a Runaway Fatewitch, the magic, the idea of the plot of having family hunting her.
I am lucky enough to have a GM that has no problem with a Fatewitch that can read, because I gave him good reason why she does. When she ran away, she "paid" her way onto a boat with her only inheiritance she had from her mother, a pearl necklace, but later that ship, which had actually been a pirate ship, was captured and all sent to La Bucca, including my character. Acording to the time line we play by, she was there for a while, and durning the time there, made friends with other prisoners, one who just happened to be a Vendel Merchant's daughter (another pc), that taught her how to read and write.
Learning how to read and write is not hard, and the Sorte Strega are not "dumb". Any that escaped from Vodacce, in my own opinion, would want to learn to read for themselves, to know for themselves, rather than have someone read to them, because people can and will lie, depending on circumstances, and with the talent of the Sorte, I would think that they would be able to tell, if they were "looking", that the person was lying to them. Remember, they are from Vodacce, where telling the truth out right is not the most popular of conversations, unless the person telling it will get some personal gain from the use of it.
So while most Sorte Strega in Vodacce are probably the good little stay-at-home-never-read types, it is the ones who run away that are focused upon, for the adventures and the RPG; and yes, a woman on her own has got to use every advantage she can get, so she has to learn what-ever she can to survive, including reading.
If your PC has given a good reason and has paid points for the ability, I don't see why she can't, but also if she is seen reading by another Vodacce, yes, they may give her a hard time for it, just don't make it so bad that she would not want to play anymore. The whole idea of it all is to have fun.
