SPOILER ALERT

IIRC you are referring to the Cardinal who controlled Montaigne while Leon was still a young boy.  You are playing in the year before he got himself disappeared (Leon got rid of him  and in true L'Empereur style, wore the Cardinal's ring).  I think he was meant to be the Cardinal Richelieu of Theah, using the devoutness (and perhaps lechery) of  Leon's mother (the Regent) to  gain control of the country.  I bet you can find a bunch of info about that in the Montaigne book.

Unfortunately, there is no info in Montaigne book exept the story of Remy du Montaigne, who was sent to kill the cardinal. May be I should really create him in Duma's style?

Richlieu was a fascinating character, quite ahead of his time when it came to diplomatic machinations. I wonder if anyone has done  research into whether he was a scholar of Machiavelli?

Whereas Richlieu was the dominant force in France and in Europe  a generation earlier, Mazarin (actually an Italian, Mazarini) was well on his way to walking in the same footsteps- when the young Louis XIV decided to act for himself (and France) instead. (Bye bye Mazarin- but I don't recall he was killed.)

If memory serves, Richlieu's MO was to manipulate other countries into using their armies first, then France would commit theirs last and decisively. Louis, however, commited France to endless wars of aggression, expanding France's borders  significantly, almost to their present extent, but serving to bankrupt the treasury and set the scene for the eventual Revolution.

The AEG persons behind the history of Theah, from using actual people with similar names, to using composites, to using people who never existed on Earth, clearly had a warped sense of humor (or a "Fractured" Bullwinkle type history without the puns. Fans of Rocky and Bullwinkle should note that Bullwinkle's creator/inspiration died in the last day or two). Argeneau seems to have been almost the opposite of Richlieu/Mazarin- but really not much information has been provided.

Note to remydupaix: why not volunteer to create backgrounds for the Montaigne Ebook?!

Unfortunately, my english is not so good to write such things. But it seems to me, that I can write my version of cardinal d'Argeneau and post it here.

I am sure there would be folks happy to help you out here. You could write it to the best of your ability (getting practice with English at the same time) and someone here could "clean it up" (if it needs it) for the eBook. Just something to consider.
