How are you using the General? Antagonist? Helps out the PCs? General annoyance?

Problem I see with using The General as the main villain is that he really isn't a villain.  He is simply a man who's lost himself and his sense of honor and pride.  He is a scoundrel who has the potential to be driven either way by the actions of the heroes.  Since you didn't mention anything about a timeline, I am assuming that Montaigne and Castille are still at war in your campaign and The General is still the chief pirate hunter.

Now that's not to say that I don't think using the General won't work, quite the contrary.  I think you should do your level best to make sure that the heroes hate him as much as humanly possible.  But rather than making him the progenitor of the evil against the heroes, he could be duped by one of his henchmen (who have their own agenda's, and who will further cement The General's belief that words like 'honor' and 'duty' have no meaning).  That way, once the heroes have a good hate on, and are preparing to get rid of him, *poof*, they discover that they all have been manipulated.

Now I know you didn't ask for plot help just NPC's but since I've outlined this, I now can get to your request.  I also am going to assume that the heroes are pirates (or at a minimum privateers) of some kind.  The General is mostly at sea and referred to as "The most feared pirate hunter in Theah."

Jules Gaulbert Rachitisse du Four - The General's 1st Mate.  A young, ambitious minor noble, Jules has worked his way up to First mate despite richer, more powerful, and more influential families interventions.  He aims to see that things stay that way.  Utterly ruthless, he eliminates or transfers anyone who appears to have an interest in his position.  (The number of nobles who've 'died during a boarding action' is strangely high, though it is attributed to the success that The General has had in eliminating the scourge of Piracy) At the same time, he is a master of knowing just the right thing to say (very high Cold Read skill) to the right people.   If there is one person hated as much as The General on board, it is Jules.   In fact, he has only one ally, that being Bruno.

Bruno Porcher - The General's Bosun - Unlike the big hulking Bosuns aboard many ships, Bruno is a small, delicate man with a quiet voice and even temperment.  He is successful because of his perfect counterpoint to The General's abrasive, aggressive demeanor.  He came aboard at the same time as the General, and everyone assumed they knew one another.  Because the crew never speaks informally to the General nor he to them, no one knows the truth about 'Bruno.'  He is actually a spy for Monica Allais du Crieux (see NOM eBook).  A young noble she had designs on was serving aboard The General's ship when he died during a boarding action.  Monica has sent Bruno because she believes that The General's tactics dangerous.  Bruno is to discredit The General.  He does so by backing Jules and his increasingly audatious suggestions to attack pirates wherever they may be found (even without proof).

Anyway, hope that gets you thinking.

Mark

EDIT:  Ok I apparently cannot read, and didn't see the part about them being drafted aboard the ship.  However, with the right spin, I bet you could still use these henchmen.  After all, NOM is noted for its subtlety, and The General will certainly bluster and abuse the crew to his heart's content.

being who i am, i can't resist the idea of going out to your local game store/ebay and picking up a montaigne starter from the ccg. you'll have names AND pictures of NPC's for his ship. plus take the flavor/name/image and you will probably get a good idea of what they're all about. including babette (female swordsman and marine with lower class origins), giles sices du sices (male nobleman first mate with a hint of scandel in his past that drove him to the navy instead of the army) and pepin (male lower class cabin boy) for starters. there were some other great ones, but its been a while since i looked over those cards.
